City Council

 

The St. Louis City Council is composed of five members: Mayor George T. Kubin, Mayor Pro-tem James C. Kelly, Melissa Allen, William E. Shrum and Jerry Church. The Mayor's term is for two years and the rest of the council seats are four-year terms. Council meetings are scheduled for the first Tuesday of each month at 7:00 p.m. and the third Tuesday of each month at 7:30 a.m. in the City Hall Council Chambers at 108 West Saginaw. All regular and special meetings of the council are open to the public.

 
Mayor George Kubin
 
Mayor George T. Kubin served four years as a Council Member prior to becoming Mayor in 1992.  George is a lifetime resident of St. Louis.  George is currently serving on the Board of Review, Planning Commission, DDA Board, and Brownfield Task Force.  He and his wife Winnie have owned and operated Kubin’s Furniture and Gifts in downtown St. Louis since 1978.
 
Mayor George Kubin can preform civil marraiges in the City limits of St. Louis.  The Mayor charges $100.00 for a civil marriage ceremony.  Fees paid for marriages are non-refundable when the marriage is scheduled.  The Mayor uses his marriage fees to provide a St. Louis High School Senior with a $1,500.00 college scholarship.
 
Any St. Louis High School Senior can apply for the scholarship in the Guidance Office at St. Louis High School.  Students with an interest in city or public administration or politics as a course of study are favored.

Mayor Pro-Tem James Kelly
 
Mayor Pro-Tem, James Kelly has served the City Council since 1998 and is currently on his third 4- year term.  He is retired from Michigan Air Gas in Mt. Pleasant.   His wife Jackie is retired from St. Louis Public Schools.
 
Jerry Church
 

Council Member Jerry Church has served the City Council since 2000 and is on his second 4-year term. Jerry is also serving on the Building Code Board of Appeals, Zoning Board of Appeals, and Housing Code Board of Appeals.  He is a lifetime resident, retired from Dow Chemical of Midland. He also served on the Fire Department and recently retired after 42 years of service.  His wife Sally is also active in the community.  Sally serves on the Parks & Recreation Committee and is very active in her church. 

 
Melissa Allen
 

Council Member Melissa Allen is the newest member of the Council; she has served since January, 2004.  Melissa is also serving on the Parks & Recreation Committee and Brownfield Task Force. Melissa and her husband Eric have two children.  She is currently a realtor with Century 21 Lee-Mac in Alma.  

 
William Shrum
 
Council Member William Shrum has served the City Council since 1994 and is on his fourth 4-year term. Bill also serves on the Planning Commission and Library Board of Trustees.  He and his wife Joy are lifetime residents of St. Louis.  Bill is retired from Dow Chemical of Midland. 
 
Youth In Local Government
 
Each year the City Council selects a St. Louis High School Junior to participate in the Youth In Local Government Program. The student spends four months sitting in on City Council meetings. The student also attends Michigan Municipal League conferences with the Council in order to attend seminars for youth to discuss issues that are happening in their cities. At the end of the program, the student attends Boy State or Girl State in order to further advance their interest in government. The Youth In Local Government participant for the 2007/2008 school year was Nick Davaloz.
 
Ambassador Award
 

The Ambassador Award is presented annually by the St. Louis City Council at the Evening of Excellence award presentation at St. Louis High School. The council accepts nominations from the school and selects a winner.

Criteria for the Award:

  • St. Louis High School Senior
  • Highly regarded individual, exemplary behavior
  • Community participation for the betterment of the St. Louis area
  • Demonstrates leadership or inspirational qualities
  • Represents St. Louis in the true spirit of the community
