Rules for Parks

 
USE OF PARKS
 
The public parks of the city shall be opened to the use of the general public during the hours of sunrise to sunset.
 
 
NOISE
 
The use, operation or permitting the use or operation of, any radio or receiving set, musical instruments, phonograph, or other machine or device designed for the production or reproduction of sound in such a manner as to disturb the peace, quite, and comfort of others in the vicinity, or with a volume louder than is necessary for convenient hearing for the person or persons who are in the in attendance, vehicle or chamber in which the device is operated and who are voluntary listeners, is prohibited.  The operation of any of the above-named devices in such a manner that the noise is plainly audible at the distance of 50 feet from the source of the noise will be prima facie evidence of a violation of this section.
 
 
CURFEW INVOLVING MINORS
 
No minor child under the age of 16 years shall be abroad upon the public streets, alleys, parks otherwise open to the public, or other public places of the city unless accompanied by a parent or guardian, relative or adult person placed in charge of said minor between the following hours:
 
Sunday through Thursday, between 10:00 p.m. and 6:00 a.m.
 
Friday and Saturday, between 11:00 p.m. and 6:00 a.m. from June 16 to August 31; and from 12:00 midnight to 6:00 a.m. from September 1 through June 15.
 
 
CONSUMPTION IN PUBLIC PLACES
 
It shall be unlawful for any person to consume alcoholic beverages in any public street, park or other public place.
 
 
LOITERING OR CONGREGATING IN PUBLIC PARKS DURING CERAIN HOURS
 
It shall be unlawful to loiter or congregate, without prior permission of the city council, or the city manager, in any public park of the city, between the hours of sunset and sunrise.
 
COOKING FIRES
 
Cooking fires are permitted for the cooking and smoking of food provided that such fires are confined to a barbecue grill and further that the emission of smoke and fumes do not irritate, annoy or constitute a nuisance to others.
 
REMOVAL OF DOG AND/OR OTHER ANIMAL DEFECATION FROM A PUBLIC PARK
 
An owner or person having custody of any dog or any other animal shall not permit said dog or any other animal to defecate on any school grounds, public street, alley, sidewalk, tree lawn, park or any other public grounds or any private property within the city, other than the premises of the owner or custodian of said dog or other animal unless such defecation is removed immediately.
