SAINT LOUIS PARKS & RECREATION COMMISSION

REGULAR MEETING

MONDAY, APRIL 14TH, 2014

The Regular Meeting of the Saint Louis Parks 7 Recreation Commission was called to Order by Kevin Palmer, Chairman at 4:16 P.M.

ROLL CALL:

Members Present: Kevin Palmer; Melissa Allen; Dorothy Trgina; Jeff DeRosia; Mary Reed; and Sally Church.

Others Present: Robert McConkie, City Manager and Mark Abbott, DPW Director.

Minutes of the October 14th, 2013 Meeting: Motion by Melissa Allen, to approve and place on file the Minutes of the October 14th, 2013 Meeting, Seconded by Jeff DeRosia. Discussion. Motion Carried.

Changes to Agenda: There are no Changes to the Agenda.

Financial Report: Motion by Mary Reed, Seconded by Melissa Allen to place the Financial Report on file. Discussion. Motion Carried. Mark Abbott, DPW Director reported that the seasonal will be starting soon.

BUSINESS:

A. Mary Reed presented the plan for the 2014 flower planting. Planting to take place in mid May to corresponded with the weather.

B. Grant update: The DNR Grant has been awarded. The work is scheduled to start this Summer.

C. Pool Advertising: Jeff DeRosia inquired about sources to advertise the pool opening, dates and times for use.

The Commission Members were reminded of the Joe Scholtz Free Fishing Derby, scheduled for Saturday, June 7th, 2014 at Leppien Park.

Commission Vacancy: Motion by Melissa Allen, Seconded by Jeff DeRosia to recommend to the City Council to appoint Steve Larson to the Park & Recreation Commission. Discussion. Motion Carried.

There be no further business to come before the Commission, the Meeting was Adjourned by Chairman Kevin Palmer at 4:54 P.M.

The next Parks & Recreation Commission Meeting will be held on Monday, May 12th, 2014 at 4:15 P.M.

REGULAR MEETING

JULY 14TH, 2014

The Regular Meeting of the Saint Louis Parks 7 Recreation Commission was called to Order by Melissa Allen, Vice Chairman at 4:16 P. M.

ROLL CALL:

Members Present: Melissa Allen; Dorothy Trgina; Mary Reed and Steve Larsen.

Members Absent: Kevin Palmer; Jeff DeRosia and Sally Church.

Others Present: Robert McConkie, City Manager; Kurt Giles, Assistant City Manager and Mark Abbott, DPW Director.

Minutes of the May 12th, 2014 Meeting: Motion by Steve Larsen, Seconded by Mary Reed to approve the Minutes and place on file, with a correction of the word Geo Cash to Geocaching. Discussion. Motion Carried.

Changes to Agenda: The Plaque for the Joe Scholtz Memorial, the wording and possibly a picture.

Financial Report: Motion by Steve Larsen, Seconded by Mary Reed, to approve the Financial Report as presented and place on file. Discussion. Motion Carried.

NEW BUSINESS:

a. Joe Scholtz Memorial Plaque: Discussion regarding the size and wording for the Joe Scholtz memorial Plaque. Mark Abbott reported that he has a boulder to place the plaque on. Steve Larsen will work with Mark Abbott to design the Plaque.

b. Swimming Pool Update: Pool Director, Jeff DeRosia was not in attendance at the Meeting. Melissa Allen provided information that she had from Jeff regarding the Pool. There have not been any ads in the newspapers regarding the Pool hours. This will be referred to Phil Hansen for follow-up.

c. Leppien Park Grant Update: City Manager, Robert McConkie and Assistant City Manager, Kurt Giles met with the architects regarding the Picnic Shelter to be built at Leppien Park and the shore line work to be done. Construction to begin in the Spring of 2015. Pictures of the shelter will be e-mailed to the Park & Recreation Commission members.

Kevin Palmer arrived at 4:40 P.M.

d. Donation Policy: A draft of the City of St. Louis, Michigan Parks & Recreation Commission Donation Policy was presented to the Commission Members. “Donation Request Form” needs to be corrected. The Donation Policy will be tabled to the August Meeting. Need time to review the Policy. Any suggestions should be e-mailed to City Manager, Bob McConkie.

There being no further business to come before the Commission, the Meeting was Adjourned at 5:08 P.M.

The next Parks & Recreation Commission Meeting will be held on Monday, August 11th, 2014 at 4:15 P.M.

AUGUST 11TH, 2014

The Regular Meeting of the Saint Louis Parks & Recreation Commission was called to Order by Kevin Palmer, Chairman at 4:15 P.M.

ROLL CALL:

Members Present: Kevin Palmer; Dorothy Trgina; Mary Reed; Jeff DeRosia; and Sally Church.

Members Absent: Melissa Allen and Steve Larsen.

Others Present: Robert McConkie, City Manager; Kurt Giles, Assistant City Manager; Mark Abbott, DPW Department and Jim Kelly, Mayor.

Minutes of the July 14th, 2014 Meeting: Motion by Mary Reed, Seconded by Sally Church to approve the Minutes of the July 14th, 2014 Meeting and place on file. Discussion. Motion Carried.

The pictures of the Leppien Park Grant Update will be e-mailed to all Commission members.

Melissa Allen arrived at 4:20 P.M.

Changes to Agenda: None.

Financial Report: There was no Financial packet attached to the Agenda for this Meeting.

NEW BUSINESS:

a. Donation Policy. Bob McConkie is working on a final draft and will make final draft changes and present it at the September Meeting.

b. Memorial Plaque. Mary Reed discussed wording she had put together and presented to all Commission Members. Jim Kelly talked to Sheran Scholtz and she is very pleased with the idea and has a couple of large stones in her yard. Mark Abbott will look at them and measure them to see if they can be used.

Commission will put together wording for plaque. City will look for photos. Jim Kelly showed a news paper article about the Fishing Derby with a picture of Joe Scholtz.

This item will be on the September Agenda.

c. Swimming Pool Report. Jeff DeRosia reported that the pool has not been as busy this summer. Jeff reported no vandalism and no “foreign objects” have been found in the pool. Also, that the Staff this year is the best Staff that he has had. The pool cover is being replaced.

Other Business:

Dorothy Trgina presented an ad from the Saginaw Valley Shopper, regarding the Saginaw Arts Council having funds available for Mini Grants for Cities. Mary Reed will follow up on this and report at the September Meeting.

There being no further business to come before the Commission, the Meeting was Adjourned at 4:55 P.M.

Saint Louis Parks & Recreation Commission

Regular Meeting

September 8, 2014

The regular meeting of the Saint Louis Parks & Recreation Commission was called to order by Chair Kevin Palmer, at 4:17 p.m. on Monday, September 8, 2014.

Roll Call

Members Present: Melissa Allen, Steve Larsen, Kevin Palmer, Mary Reed. Sally Church was excused, but came toward the end of the meeting.

Members Absent: Dorothy Trgina (excused), Jeff DeRosia

Others Present: Robert McConkie, City manager, Kurt Giles, Assistant City Manager, Mark Abbott, Department of Public Works

Minutes of the August 11, 2014 meeting were read. Palmer made a motion to accept the minutes as presented, and to place on file, seconded by Allen. Motion carried.

Changes to the Agenda: Mini-grant report from Mary Reed

Financial Report: There was discussion as to the City Pool's value to the community, since use is down. It has been a cooler than normal summer, accounting for some of the decrease. Keeping the pool open provides a healthy outlet for children of our community, and it's hoped that with the opening of the new City Hall next summer, the increased attention to that part of the City will help pool attendance.

Scholtz Memorial Plaque: Much discussion ensued concerning the wording of the plaque, its size, and where to place it. Final wording on the plaque, to be approved by City Council, is:

Mayor Joe Scholtz

Founder of what is now known as

The Joe Scholtz Memorial Free Fishing Derby

“As a tribute to his outstanding leadership, extraordinary volunteerism and

Unselfish dedication to family, friends and the St. Louis Community”

A photograph of Mayor scholtz chosen by the family will be placed on the stone (also donated by family), with font choice and placement on the stone to be determined by the engraver. A likely place for the memorial will be at the north end of Barnum Park. Dedication date to be determined.

Larsen made the motion to recommend to City Council to use the wording as described above, on a plaque size of approximately 15” x 24” - with Mark Abbott working directly with the engraver to determine exact details . Seconded by Allen. Motion carried.

Mini-grants: Trigina had given Reed a newspaper clipping concerning mini-grants available from the Michigan Council for the Arts, through Saginaw County. Reed found that the grants wouldn't cover projects in which we might want to participate, such as festivals, art events, or community-wide events. No form of horticulture (flowers, for City planters, for example) are covered by the grants.

There being no further business for the Commission, Palmer adjourned the meeting at 5:00 p.m.

REGULAR MEETING

MONDAY, DECEMBER 8TH, 2014

The Regular meeting of the Saint Louis Parks & Recreation Commission was called to Order by Kevin Palmer, Chairman at 4:18 P.M.

ROLL CALL:

Members Present: Kevin Palmer; Melissa Allen; Dorothy Trgina; Mary Reed; and Sally Church.

Members Absent: Jeff DeRosia, excused and Steve Larsen. Steve arrived at 4:22 P.M.

Others Present: Kurt Giles, City Manager and Mark Abbott, DPW.

Minutes of the September 8th, 2014 Meeting. Motion by Melissa Allen, Seconded by Dorothy Trgina to approve the Minutes, with the changing of the word “read” to “reviewed”. Discussion. Motion Carried

Changes to Agenda:

Under Item 6 Business, add d, Joe Scholtz Memorial; e, Vacancy on the Parks & Recreation Commission; and f, Financial Report.

FINANCIAL REPORT:

There was much discussion on the Financial Report. Items discussed included items in the budget; pool revenue; pool boiler, which “is on it's last legs”; and professional services at Leppien Park. Motion by Melissa Allen, Seconded by Kevin Palmer to place the financial Report on File. Discussion. Motion Carried.

BUSINESS:

a. Donation Policy. Change the wording of Director of Public Works to Superintendent of Public Words. Cash Donation on page 4, to be re-formatted. City Manager, Kurt Giles will re-draft those 2 pages of the Donation Policy, re-format it and present it at the January Meeting of the Commission.

c. Ideas for Camp Monroe and property jointly owned by the City North of Carrie Knause LL Fields for future discussions. City Manager, Kurt Giles will follow-up to learn if this is on the 5 year Parks & Recreation Plan. Suggestions made if this property could be developed for a Little League Field.

Camp Monroe property was discussed, including the trails that Steve Larsen said he helped to develop as part of obtaining his Master's Degree.

b. Garden Club Update. Mary Reed of the Garden Club presented a very detailed list of the plants that the Garden Club has chosen for the 2015 season for the City Street Scape areas. Mary Reed also mentioned that the 13 beds on M-46 to be filled in with concrete and then 35 round planters will be purchased and set on the concrete. This to be done as a safety measure and ease of maintenance. Mary Reed also presented a picture of the round planters and discussed the price and materials of the planters.

Mary Reed also discussed monetary donations for the planters.

City Manager, Kurt Giles will have information regarding the monetary donations for the planters in the City Newsletter.

e. Vacancy on the Parks & Recreation Commission. Jeff DeRosia indicated that he is unable to continue on the Commission.

There being no further business to come before the Commission, the Meeting was Adjourned at 5:55 P.M.

The next Parks & Recreation Commission Meeting will be held on Monday, January 12th, 2015 at 4:15 P.M.
