Saint Louis, Michigan Parks and Recreation Commission

Regular Meeting

Monday,  January 14, 2013

4:15 P.M.

 

The regular meeting of the Saint Louis Parks & Recreation Commission was called to order by President Kevin Palmer at 4:20 p.m..

Roll Call:

Members Present:  Sally Church, Melissa Allen , Kevin Palmer,  Mary Reed

Members Absent:   Jeff DeRosia,  Dorothy Trgina

Others Present: Robert McConkie, City Manager, Phil Hansen, DDA Director,  Susan Whitford, Planning Commission Member

Approval of November 12, 2012 minutes. Motion by Melissa Allen, Seconded by Sally Church, to accept the Minutes with the following addition:   DPW’s  Mark Abbott  stated that the rubber mulch now used by the City was a bit lacking in quantity and that additional mulch of the same kind should be ordered for 2013. Motion Carried.

Motion by Melissa  Allen , Seconded by  Kevin Palmer, stated that the cover of the new City of Saint Louis Five-Year Parks & Recreation Plan be changed to include the dates 2012-2016. Motion carried.

Financial Report:

Motion by Sally Church, Seconded by Mary Reed,  stating that a budget amendment must be done for the $11,000.00 shortage in the Parks & Recreation Budget. Discussion.  Motion Carried.

Public Hearing:

The Public Hearing for the proposed City of Saint Louis Five-Year Parks & Recreation Plan for 2012-2016 was closed at 4:45 P.M. by Kevin Palmer, there being no public present.  Phil Hansen stated that a registered community planner did the oversight on this project, and that will hold us in good stead for grant opportunities, especially since it included a public survey of residents. Motion by Melissa Allen, Seconded by Sally Church at 4:50 P.M., to accept the final draft of the aforementioned 2012-2016 Plan. Motion Carried.

Business:

Suggestions for filling the Commission vacancy were discussed, with members urged to contact residents who might be interested to complete an application for the position.

There being no further business to come before the Commission, the meeting was adjourned at 5:02 P.M.

The next Parks & Recreation Commission Meeting is scheduled for Monday, February 11, 2013, at 4:15 P.M.

The Regular Meeting of the Saint Louis Parks 7 Recreation Commission was called to Order by Kevin Palmer, Chairman at 4:18 P.M.

 

ROLL CALL:

 

Members Present:       Kevin Palmer; Jeff DeRosia; Dorothy Trgina; and Mary Reed.

 

Members Absent:        Melissa Allen, excused; Sally Church.

 

Others Present:           Robert McConkie, City Manager; Mark Abbott, DPW; and Kurt Giles, Electrical Department.

 

Approval of January 14th, 2013 Minutes.  Motion by Dorothy Trgina, Seconded by Jeff DeRosia to accept the Minutes of the January 14th, 2013 Minutes with the following correction:  The Recreation Plan dates are 2013-2017.  Discussion.  Motion Carried.

 

No Changes to the Agenda.

 

Financial Report:  The Financial Report is not available due to the software conversion.

 

BUSINESS:

 

a.     Leppien Park Recreation Grant Application.  There are grant funds in the amount of $25,000.00 being held to coincide with a matching grant from the DNR.  These funds will be used to shore up the shore line at Leppien Park.

 

b.     Filing of Vacancy on Parks & Recreation Commission.  No one has submitted a letter of interest for this Board opening.  Ron Salady and Steve Larsen will be contacted to inquire if they are interested.

 

Mary Reed of the Saint Louis Garden Club presented and passed around the proposed drawing of the wall for Clapp Park.

 

There being no further business to come before the Commission, the Meeting was Adjourned by Kevin Palmer at 4:40 P.M.

Approval of February 11th, 2013 Minutes.  Motion by Mary Reed, Seconded by Sally Church, to accept the Minutes of the February 11th, 2013 Meeting.  Discussion.  Motion Carried.

 

No Changes to the Agenda.

 

Financial Report:  Motion by Kevin Palmer, Seconded by Mary Reed, to place the Financial Report, as prepared, on file.  Discussion.  Motion Carried.

 

BUSINESS:

 

a.     Appointment of Parks & Recreation Commission Member.  Motion by Sally Church, Seconded by Mary Reed, to submit the name of Kathy Jusilla to the City Council for appointment to the Parks & Recreation Commission Board.  Discussion.  Motion Carried.

 

b.     Mary Reed, a Member of the Parks & Recreation Commission as well as the Saint Louis Garden Club presented the final draft of the Founder’s Square in Clapp Park.  This draft was passed around.  Discussion on funds and fund raising for this project.

 

Mary Reed shared a draft of the proposed planting plan for in front of the present City Hall.  A draft of this was passed around.

 

There being no further business to come before the Commission, the Meeting was Adjourned at 4:35 P.M.

The Regular Meeting of the Saint Louis Parks & Recreation Commission was called to Order by Kevin Palmer, Chairman at 4:15 P.M.

 

ROLL CALL:      

 

Members Present:       Kevin Palmer; Dorothy Trgina; Mary Reed; Jeff DeRosia; Melisa Allen and Kathy Jusilla.

 

Members Absent:        Sally Church.

 

Others Present:           Bob McConkie, City Manager and Mark Abbott, DPW Director.

 

Introduction of Mew Parks & Recreations Commission Member:  Kathy Jusilla was introduced as a new Parks & Recreation Commission Member.

 

Approval of the Minutes of the March 11th, 2013 Meeting.  Motion by Kevin Palmer, Seconded by Mary Reed to accept the Minutes of the March 11th, 2013 Meeting.  Discussion.  Motion Carried.

 

No Changes to the Agenda.

 

Sally Church arrived at 4:27 P. M.

 

Financial Report:  Motion by Melissa Allen, Seconded by Kathy Jusilla, to place the Financial Report on file.  Discussion.  Motion Carried.

 

BUSINESS:

 

a.     Final 5-Year Park Plan.  Discussion by Bob McConkie, City Manager regarding the Final 5-Year Park Plan.  Bob said that a complete copy of this Plan is on the City Website.

 

b.     Leppien Park Grant.  This was discussed by Bob McConkie.  Also, Mark Abbott announced that the Barnum Park project should be completed by June 1st, 2013.

 

c.      Flower Planting.  Mary Reed, who is also a member of the Garden Club gave an update of the planting schedule for the Street Scape planting.  The Garden Club plans to plant on Monday, May 20th and Tuesday, May 21st, 2013

 

Kathy Jusilla announced that the National Honor Society is willing to help the Garden Club with various tasks.

 

Also, it was announced that Ben Crowley, who is JV Football Coach is interested in have the boys help during the summer months with whatever tasks need to be done.

 

d.     Pool Director Update.  Jeff DeRosia, Pool Director discussed plans for opening the pool and solicited ways to get more people involved with swimming at the pool, especially during the month of August.  Also, on May 13th, 2013, Jeff was doing a Life Guard Training Session for the 2013 Life Guards at the Pool.

 

Mark Abbott, DPW brought up that a family here in Saint Louis has planted a tree in Clapp Park.  However, at this time they are wanting to place a permanent Memorial Stone at that site in Clapp Park.  There was much discussion on this topic.  This topic will be brought up again for the June 2013 Parks & Recreation Commission.

 

There being no further business to come before the Commission, the Meeting was adjourned at 5:13 P.M.

MONDAY,  JUNE 10TH, 2013

 

The Regular Meeting of the Saint Louis Parks & Recreation Commission was called to Order by Melissa Allen, Vice Chairman at 4:21 P.M.

 

ROLL CALL:

 

Members Present:       Melissa Allen; Dorothy Trgina; Mary Reed; and Kathleen Jusilla.

 

Members Absent:        Kevin Palmer, excused; Jeff DeRosia, excused; and Sally Church, excused.

 

Others Present:           Bob McConkie, City Manager.

 

Approval of the Minutes of the May 13th, 2013 Meeting.  Motion by Mary Reed, Seconded by Kathy Jusilla, to approve the Minutes with a correction in the first paragraph to New Member.  Discussion.  Motion Carried.

 

No Changes to the Agenda.

 

Financial Report:  Motion by Mary Reed, Seconded by Kathy Jusilla to accept the Financial Report as presented and to place on file.  Discussion.  Motion Carried.

 

BUSINESS:

 

a.     Flower Planting Update.  Mary Reed reported that all the flower plants have been planted and are looking very good.

 

Mary Reed also shared with the members present, about the couple from Newaygo, Michigan who stopped at Leppien Park when the Roehrs, Dorothy and Mary were planting the Knock-out Roses.  The couple have a relative that lives in Saint Charles, Michigan whom they visit frequently.  On each trip over and back they stop at Leppien Park.  They complimented on how much they like the Park and how well it is maintained.

 

b.     Pool Director Report.  Jeff DeRosia, Pool Director was not present.  However, there was discussion on the number of children using the pool on opening day.  Also discussed, was the need for a bike rack at the pool.  This will be followed up.

 

There was also discussion on some landscape work at the Pool.  The Saint Louis Garden Club will follow up on this.

 

c.      Memorial Stone-Clapp Park.  Much discussion on this topic.  Mary Reed will follow up and provide information regarding how other communities handle this type of matter.

 

There being no further business to come before the Commission, the Meeting was adjourned at 5:15 P.M.

MONDAY, AUGUST 12TH, 2013

 

The Regular Meeting of the Saint Louis Parks & Recreation Commission was called to Order by Kevin Palmer, Chairman at 4:18 P.M.

 

ROLL CALL:

 

Members Present:       Kevin Palmer, Melissa Allen; Jeff DeRosia; Sally                               Church; Dorothy Trgina; Mary Reed; and                                        Kathleen Jussila.

 

Others Present:           Robert McConkie, City Manager

 

Approval of June 10th, 2013 Meeting:  Changes:  Under the BUSINESS section, in the second paragraph, include full names, I.e.  Tony and Nancy Roehrs; Dorothy Trgina and Mary Reed.    Also, in the second to last paragraph in Section c under BUSINESS, the Meeting was Adjourned by the Vice-Chair at 5:15 P.M.

 

Motion by Melissa Allen, Seconded by Mary Reed, to approve the minutes with the noted changes.  Discussion.  Motion Carried.

 

Changes to the Agenda.  There are no Changes to the Agenda.

 

Financial Report:  Motion by Jeff DeRosia, Seconded by Sally Church, to accept and place on file the financial Report as prepared.  Discussion.  Motion Carried.

 

BUSINESS:

 

It was the suggestion of City Manager, Robert McConkie that the Commission hear the Pool Director’s Report prior to the discussion of Donation Policies.

 

b.     Pool Director’s Report. Jeff DeRosia, Pool Director gave his report.  Jeff DeRosia said there is a need to advertise in the local newspapers and other media that the hours that the swimming pool is open.  Jeff DeRosia also reported that in July, 2013, over 300 people attended the free swimming day.  Several suggestions were presented on how to get more people to use the pool.  Some of the suggestions were to advertise to the 4-H Clubs and Church Groups.

 

Jerry Church arrived at 4:47 P.M.

 

a.     Donation Policies.

 

Mary Reed had researched several Donation Policies from other Cities in Michigan and in Illinois.  These were attached to the Meeting Packet for review.

 

There will be put together a list of items needed.  There will also be an Application Form to be completed by the person/family or association interested in making a donation.

 

The Donation Policy will be put together in Sections.

 

The Sections will include:  Introduction; Approval Criteria; Application Process Approval; Philosophy-purpose and background; Recognition; Maintenance and Ownership; List of Items.

 

Mary Reed will prepare a list of the Topics.

 

There being no further business to come before the Commission, the Meeting was Adjourned by Chairman, Kevin Palmer at 5:42 P.M.

Minutes of the  August 12th, 2013 Meeting.  Motion by Mary Reed, Seconded by Kevin Palmer to approve the Minutes as prepared.  Discussion.  Motion Carried.

 

There was a discussion of the Alma to Saint Louis Trail.

 

Changes to the Agenda.  There were no changes to the Agenda.

 

Financial Report.  There was no financial packet for this meeting.

 

BUSINESS:

 

The Resignation of Commission Member Kathleen Jussila was accepted with regrets and will be forwarded to the City Council.

 

There was a discussion of potential member(s) to the Commission.

 

Donation Policies:  Commission Member, Mary Reed put together, on behalf of the Parks and Recreation Commission, a Donation Policy.  This Policy was completely reviewed, with changes and or additions being made.

 

There being no further business to come before the Commission, the Meeting was Adjourned by Chairman, Kevin Palmer at 5:25 P.M.
