City of St. Louis Downtown Development Authority

Minutes of Regular Meeting:  January 28, 2016

 

 

Present:  Lewis, Moore, Peterman, McCloskey, Anderson, Saurman, Coty, Kubin, Morrow, Hansen

Absent/Excused:  Worden, Giles

 

Meeting called to order by Chairman Morrow at 12:15 p.m.

 

Moved by Kubin, supported by Moore to name the following slate of officers for 2016:  Chair: Morrow, Vice-Chair: Lewis, Secretary/Treasurer: Peterman

 

All Ayes/Motion Carried

 

Hansen has received interest from two people for the open DDA Board position, Corey Bailey from Commercial Bank and Debbie Plunkett from Country Ceramics.  Board discussed the situation.

 

Moved by Kubin, supported by Lewis to recommend Corey Bailey’s name to City Council to fill the open DDA Board position and to let Debbie Plunkett know that we will notify her the next time a position opens up. 

            All Ayes/Motion Carried. 

 

Confirmed that monthly meetings will be held at 12:15 p.m. on the fourth Thursday of each month from January through October.  No meeting scheduled for November or December unless necessary.  Should the board feel they need a longer meeting for some reason, a 5:30 p.m. meeting can be scheduled. 

 

Minutes of meeting of October 22, 2015 were reviewed.

 

Moved by Moore, supported by Near to approve the minutes of October 22, 2015.

            All Ayes/Motion Carried.

 

Hansen reviewed financial statement with board through December 31, 2015.

 

Moved by Moore, supported by Lewis to approve the financial report through December 31, 2015.

            All Ayes/Motion Carried.

 

Hansen gave report on downtown properties and project activities.  Comments included: 

 

Brief discussion on status of 111 North Mill Street.  Hansen met with City Manager Giles and Financial Officer Marr to review the lease and clarify what our options are.  Committee of Peterman, Coty and Giles will meet with Hansen and Marr to come up with a proposal. 

 

St. Louis Family Clinic building is now empty.  Hansen will schedule a meeting with MidMichigan Medical Center Gratiot’s Mark Santamaria to discuss their plans. 

 

Old City Hall has two parties interested in acquiring it for use as a commercial business.  Marr is working on a draft Request For Proposal document to clarify the City’s needs and requirements for the sale of this building. 

 

310 West Washington Street house that the City had possession of has been sold to a developer who is in the process of renovating it to include three apartments. 

Clark Gas Station is now for sale.  There is interest, but a buyer must understand the State’s requirements in dealing with existing fuel storage tanks, whether they want to open it as a gas station or not.  Hansen is in communication with Storage Tank Division in Lansing to help with this.

 

Dr. Zia is working on getting his building to the south of Delta Family Chiropractic

 

OPRA paperwork will proceed with approval from St. Louis City Council, to encourage creation of second or third story apartments in the Historic District downtown. 

 

133 North Mill Street – Gary Sych has shown interest lately in selling those buildings  Site of former flower shop and current home to O’Boyle Insurance. 

 

ADM property continues to be improved by new owner Brian Wood and Discount Dumpster. 

 

Mercantile Bank Building has garnered some interest and a purchase is in process. 

 

DeShano Construction has been awarded the MSHDA grant necessary to do a 24-unit senior housing development on the corner of North and North Mill Streets.  Their intent is to do construction this year. 

 

Questions on apartment buildings downtown and their vacancy and poor condition.  Dori Foster at the City is looking into building next to post office.  Also the one across the street from the post office and the one next to the new City Hall. 

 

Board mentioned the possible painting of the second story of 111 North Mill Street’s storefront.

 

Streetscape improvements and maintenance items were discussed:

 

North Mill Street trees in the 100 block will be removed in the spring except for the one in front of St. Louis Variety.  Plans are to cement the spots in and consider installing planters similar to the ones that were put on M-46 last year. 

 

Jim’s Barber Shop mural project will be completed and installed this spring.  St. Louis High School art students are getting closer to completion.

 

Subway West wall – a State Champions sign is being planned to list all the teams from St. Louis High School who have won a State title over the years.  Dave Smith from Next Level Graphic & Design working with us on this. 

 

MDOT projects coming up for M-46 and South Main Street next year through St. Louis.  Need to get more information on the timetable for this in order to let customers know, consider sales and promotions, etc. 

 

City Limits signs need some maintenance and perhaps redesign.  Working with local woodworkers on suggestions. 

 

Downtown Gratiot Art Expo banner project.  20 new art banners will go up again on North Mill Street prior to the Memorial Day weekend.  Collaborative project with Alma, Ithaca and the Alma Arts Guild as well as the St. Louis Public Schools.

 

Two-sided signs have been ordered so that we don’t have any street signs downtown that only have names on one side. 

Big sign on US-127 needs to have its covering/face replaced.  Possible project for the Middle of the Mitten Association.

 

Victorian Street Lights on M-46 – one more block to the west; hopefully in the spring/early summer.

 

We’ve received volunteer interest from Great Start Collaborative and St. Louis Virtual Learning Center for flower planting, cleanup, etc. 

 

Moore asked if City might be able, when we get heavy snowfall, to pile snow somewhere else rather than on Saginaw Street between St. Louis Variety and The Corner Market. 

 

Promotions/advertising and events discussed including:

 

Gratiot Quilt Trail project.  Nearing 40 spots completed/committed throughout the county and St. Louis will be well represented.  An event is being planned for Saturday, October 15, 2016.  St. Louis needs to decide what we’d like to do that day. 

 

A Mineral Springs/City Hall project is being discussed with the St. Louis Area Historical Society to have a display case made to feature items concerning the mineral springs, Park Hotel, bath house, etc.  Could also include enlarged photos from that area as well in the Community Room.  Possible event including a Duckling Dinner that could be coordinated with the Quilt Trail weekend.

 

St. Louis Farmers Market planning continues with Linda Bader attending management classes.  Would like to have decision made on this within a month.  Home base for this financially would be the Gratiot Area Chamber and the likely site would be the south parking lot of the New City Hall here downtown. 

 

2016 St. Louis Promotional Brochures being designed.  Trying to have printed a little earlier this year. 

 

Swiss Steak Dinner – Silent Auction items are coming in for the Thursday, February 4 event.  Encouraged DDA members to donate items. 

 

Comedy Night is scheduled for Saturday, May 12 at the Elks.  More details to follow soon. 

 

Dalis Hitchcock from D-Tails Dog Grooming is considering a fundraiser to help with rescuing animals in our area.  This would possibly be Saturday, May 21 in Clapp Park. 

 

Spirit of St. Louis Award Winners are going to be receiving medallions that were designed and purchased recently by the Middle of the Mitten Association.  Looking at having an event where all previous winners are invited to receive a medallion.  Award has been given for the past 50 years! 

 

St. Louis Promotional Video is still being considered.

Minutes of meeting of January 28, 2016 and notes from meeting of February 25, 2016 were reviewed.

 

Moved by Kubin, supported by Lewis to approve the minutes of January 28, 2016 and the notes from the meeting of Feburary 25, 2016 and place them on file.  All Ayes/Motion Carried.

 

Hansen reviewed financial statement with board through March 31, 2016.

 

Moved by Near, supported by Kubin to approve the financial report through March 31, 2016.  All Ayes/Motion Carried.

 

Hansen gave report on downtown properties and project activities.  Comments included: 

 

24-unit senior housing project to break ground in May by DeShano Construction; one year to complete

 

RFP for Old City Hall distributed recently; at least two interested parties; deadline May 10 for proposals

 

Brief discussion on status of 111 North Mill Street.  Hansen met with Peterman and will meet with Coty then all committee members will have been involved; they will make a recommendation; board also mentioned how to have the second story painted; Coty mentioned he got a rough quote for $2,500

 

Frosty Cone is purchasing the small grass lot to the south of them from the City; plan on putting up white vinyl fencing and using the space for fun items, kids activities, etc.

 

Clark gas station still for sale but company/bank is taking offers rather than assigning a sale price; they have also inquired about partnering with a local realtor to help them find prospects

 

133 North Mill Street across from Peters Hardware could be sold soon. 

 

Apartments next to Post Office are going through condemnation procedure.

 

VCare Pharmacy has purchased the Mercantile Bank Building and hopes to move their soon.

 

Interest from two parties for doing second story apartments in a variety of buildings downtown. 

 

Streetscape improvements and maintenance items were discussed:

 

North Mill Street trees in the 100 block have been removed and squares will be filled in with cement; need ideas of what to do in those spots, if anything

 

Jim’s Barber Shop mural should be completed any day now; need to paint north exterior wall of building and DPW install mural after that

M-46 and South Main Street milled and resurfaced this year through St. Louis after July 4

Blue sign on M-46 in Clapp Park fell down and needs to be replaced; Next Level Graphics getting the City a quote and confirming they can duplicate the design

 

Downtown parking lot and road striping schedule yet to be determined

 

Promotions/advertising and events discussed including:

 

St. Louis Farmers Market approved by City Council and Gratiot Area Chamber; Thursdays from 3-7 p.m. from June 2 through October 27; in south parking lot of City Hall; details on City website

 

2016 St. Louis Promotional Brochures at printer; Hansen provided final proof for board members

 

Downtown Classic Car Cruise-Ins second Wednesday of each month, June 8, July 13 and August 10

 

Middle of the Mitten Community Golf Outing will be Thursday, June 9 beginning at 8:30 a.m. at Hidden Oaks Golf Course, which is six weeks from today; flyers distributed

 

Joe Scholtz Memorial Free Fishing Derby date is Saturday, June 11; flyers distributed

 

Gratiot Quilt Trail project will include at least 50 sites spots throughout the county and St. Louis will be well represented.  An event is being planned for Saturday, October 15, 2016.  St. Louis needs to decide what we’d like to do that day.  Also an Quilt Trail event scheduled here in City Hall for Thursday, May 26 that brings in a speaker on Quilt Trails; all day event with afternoon open to public; flyer distributed

 

Mineral Springs/City Hall project progressing; Historical Society members working with Dave McMacken selected 35 photos to enlarge and display in Community Room; design already approved for display case and grant application is being prepared for Gratiot County Community Foundation

 

City and Mitten recently did some radio ads promoting downtown; trying to get the file on our website; had lots of good comments on it and will try to continue

 

Downtown website needs to be continually updated; encouraged board members to send Hansen new photos and information any time

 

Chamber and GGD offering Social Media seminar to businesses Thursday, May 19 here at St. Louis City Hall; flyers distributed

Bakers Dozen – exterior renovation done this week; sidewalk repairs complete

 

Next Level Graphics – painted rectangular section of front façade in preparation for new sign

 

Central Michigan Rehab – installed new awning/sign this past week 

 

Sarah Lee Photography – will be opening around July 1 at 131 North Mill Street, across from Peters Hardware; Open House and Ribbon Cutting on July 8 from 2-6 p.m.

Hansen gave report on Streetscape Improvements/Maintenance/Signage:

 

M-46 and South Main Street/State Road Project – July 11 starting date; one lane each way will always be open; reconfiguring South Main/State Road to be only one lane each direction with a left turn lane in the middle; should clear up confusion at M-46 intersection as well

 

Blue “Middle of the Mitten” sign in Clapp Park on M-46 remade by Next Level Graphics; installed

 

Jim’s Barber Shop Mural finished; north wall of shop painted brown and City DPW installed mural

 

Flower planters – soliciting for more to be donated for use on North Mill Street; flyer attached

M-46 Green Banners – inventoried them; we have 15 left that are still in good shape; installing them in the middle three blocks; looking at costs for new ones from Next Level; Farmers Market possibility; individual businesses offered; Old US-27 route marking possibility

 

State Champions Sign – being worked on for Subway west wall

 

Street Addresses on Downtown Storefronts/Doors – Police Chief Ramereiz and Dori Foster requested that downtown businesses make sure that their doors are all marked with their address.  Police have been doing checks and there have been a lot of doors open with no ID on them.  It takes them longer to trace down the owner if the doors are not marked.  It is a City Ordinance that they must be numbered

 

Board asked if Hansen could follow up with Dori Foster on Sunshine Resale Store building; siding coming off, mess in the back, etc.

 

Hansen gave report on Promotion/Advertising/Events:

 

St. Louis Farmers Market – open on Thursdays from 3-7 p.m.; PLEASE make it a point to stop down to the market that day and pick up a few things; Near thought it might be a good idea for businesses to consider being open later that night; Worden will help get restaurant menus, etc. together to hand out at Market; Hansen will contact those businesses; board thought we could promote the pool to the people attending the Market; encouraged DDA board members to all promote pool use!

 

2016 St. Louis Promotional Brochures – in the process of distributing them locally

 

Gratiot Quilt Trail Project – brochure is available; in this first year, there will be FIFTY quilt blocks on the trail; hopefully this will attract people to our area as well as have people IN Gratiot County excited about getting around to see the blocks and stop to shop and eat downtown; Saturday, October 15 planned as an Open House throughout the county to celebrate the first year; need ideas for Downtown St. Louis for that day; Common Threads will coordinate; Worden volunteered to help get quilts displayed in downtown businesses

 

Mineral Springs/City Hall Project – grant application in to the Gratiot County Community Foundation to pay for the enlargement and framing of over 30 historic photos to create a “Mineral Springs Room” in the City Hall’s community room; this would also include the crafting of a wooden/glass display case for the hallway that would display items from that era owned by the St. Louis Area Historical Society

 

Historic Downtown St. Louis sign on US-127 – has been installed last week

 

EVENTS:

 

Fireworks – Saturday, July 2 – flyer available with all events for that day

 

Downtown Classic Car Cruise-In #2 – Wednesday, July 13 from 5-8 p.m.; ideas on closing the street for these events; pros and cons; helpers, etc.

111 North Mill Street update – Rhonda Clark will consider purchasing the building but asked that we put together an appraisal to determine a fair market value price; board agreed to proceed with this

 

24-unit senior housing project by DeShano Construction; closing on property next week; one year to complete; Hansen provided copies of drawings to show DDA board

 

Sarah Lee Photography – up and running at 131 North Mill across from Peters Hardware; off to a good start; has other artistic abilities too

Hansen gave report on Streetscape Improvements/Maintenance/Signage:

Pet-a-Palooza – Saturday, August 13 in Clapp Park

 

Old US-27 Motor Tour – Thursday, August 25 from 3:15-5:15; cars facing North this year; Farmers Market the same day; first SLHS Varsity football game that night with tailgate party beforehand

 

Labor Day Bridge Walk – Monday, September 5

 

SLHS Homecoming – Friday, September 16 vs. Hemlock

Meeting called to order by Vice-Chairman Peterman at 12:15 p.m.

 

Minutes of meeting of July 28, 2016 were reviewed.

 

Moved by Giles, supported by Lewis to approve the minutes of July 28, 2016 and the report from August 31, 2016 and place them on file.  All Ayes/Motion Carried.

Board asked for additional signs to be considered including signs on North Mill Street indicating location of Post Office.  Also something on M-46 to show even more clearly where downtown or the Business District is and maybe similar signs on the north side of town as people come into St. Louis, including River Road.  Felt that a lot of traffic goes onto North Main Street that could maybe be directed to North Mill Street instead.  Maybe something that says Restaurants too.  Hansen asked board members to give him location suggestions for signs.

Board asked about a possible flag to be placed in front of City Hall in addition to the one already in the back.

Absent/Excused:  Morrow, Worden, Saurman, McCloskey, Lewis

 

Meeting called to order by Vice-Chairman Peterman at 12:15 p.m.

 

Minutes of meeting of September 22, 2016 were reviewed.

 

Moved by Kubin, supported by Giles to approve the minutes of September 22, 2016 and the report from September 22, 2016 and place them on file.  All Ayes/Motion Carried.

 

Financial statement presented through September 30, 2016.

 

Final payment on parking lot project will be made next September, 2017 which is of course in the 2017-2018 FY budget. 

 

Moved by Giles, supported by Moore to approve the financials and place them on file.  All Ayes/Motion Carried. 

 

Hansen gave report on downtown properties and project activities (attached):

 

Board was presented appraisal from McDonald Appraisal, for 111 North Mill Street.  Their finding was the value is $67,500. 

 

Moved by Coty, supported by Moore to pass a copy of the appraisal along to tenant Rhonda Clark and offer to sell her the building for the appraised price of $67,500 and ask her to respond within 30 days.  All Ayes/Motion Carried. 

 

Board briefly discussed properties that might be considered where we could permit first floor residential in the Central Business District.  Kubin’s building on Center Street, Recovery Unlimited on Saginaw Street, the Corner Café building on Saginaw and Main Streets are potential examples.  There may even be exceptions on North Mill Street including the China King building and the building that D-Tails Pet Grooming is in.  There would have to be strict rules to follow if this was to be allowed but board felt the key was to maintain the commercial feel of North Mill Street.
